Lucia is a Program Manager for the Electric School Bus Program. Her work is focused on increasing access to electric school buses and advancing their adoption. Previously, she has worked on transportation policy at the state, city, and university level.

Jessica Keithan, Co-Founder and Director, Texas Electric School Bus Project
Jessica Keithan is the Founder and Director of the Texas Electric School Bus Project, a non-profit whose mission is to facilitate the speedy and equitable transition to a zero-emissions school bus fleet in Texas, and beyond. Through our broad programs of advocacy, technical assistance and market development, TESBP focuses on creating conditions on the ground in Texas that are favorable for the development of a sustainable electric school bus ecosystem. Jessica is a Rice University alum living in the Houston Heights with her husband, two young sons and a small menagerie of rescue animals.
Phillip Burgoyne-Allen, Technical Assistance & Policy Implementation Manager, World Resources Institute
Phillip Burgoyne-Allen is the Manager for Technical Assistance and Policy Implementation with the Electric School Bus Initiative at the World Resources Institute. He works with states and school districts to help them electrify their school bus fleets and provide transportation that is better for students, communities, and the environment. Phillip is an experienced public policy professional with expertise across the clean energy, transportation, and education sectors, and he has written extensively on school transportation and student mobility.
